Immediate Interrupt Personal
Trigger: You or an ally within 5 who is bloodied takes damage from an enemy.
Prerequisite: Feat: Pacifist Healer
Requirement: Follower of Bahamut
Hit: The triggering enemy is blinded until the end of its next turn. It’s target gains Bahamut’s Blessing, allowing it to spend a healing surge, but restoring no HP from the healing surge itself.

I don’t get it… what’s the point of spending a surge if you get no benefit? Even the flavor text supports some healing. The power has a lot of requirements and is very situational. Consider making the effect (save ends) since it does no damage, and give a good defense bonus say Wis or Chr modifier to the ally until the end of their next turn.

I have to agree. Spending a healing surge is a big deal, and the cost does not match the reward.
However, there’s an interesting idea in there somewhere.

The prerequisites are basically structured around a cleric being played MMO style, where they do nothing BUT heal. I created this because one of my players, who plays a cleric, wasn’t happy that he could find no level 3 encounter powers he liked (that involved healing). The prerequisite of Pacifist healer means any power that allows the spending of a healing surge restores an additional 1d6 plus CHA mod HP. The blind condition on a hit from this Immediate Interrupt likely results in a hit becoming a miss, then the allied target getting 1d6 plus a Cleric’s likely high CHA mod in HP healing. I’ve seen almost zero level 3 encounter powers that allow leader classes to heal, so I believed that was a part of the balance of the 4e system. Hence, I have my friend a tad bit of healing, a chance to make a hit into a miss, and a power that he’s very proud of and uses quite often that I believe is still balanced.

Technically speaking the trigger has to be if the ally gets hit not takes damage. because otherwise the attack still does damage (the interrupt (hence blinding) takes place before the damage is dealt and not before the attack)
