The prerequisites are basically structured around a cleric being played MMO style, where they do nothing BUT heal. I created this because one of my players, who plays a cleric, wasn't happy that he could find no level 3 encounter powers he liked (that involved healing). The prerequisite of Pacifist healer means any power that allows the spending of a healing surge restores an additional 1d6 plus CHA mod HP. The blind condition on a hit from this Immediate Interrupt likely results in a hit becoming a miss, then the allied target getting 1d6 plus a Cleric's likely high CHA mod in HP healing. I've seen almost zero level 3 encounter powers that allow leader classes to heal, so I believed that was a part of the balance of the 4e system. Hence, I have my friend a tad bit of healing, a chance to make a hit into a miss, and a power that he's very proud of and uses quite often that I believe is still balanced.

I have to agree. Spending a healing surge is a big deal, and the cost does not match the reward.

However, there's an interesting idea in there somewhere.

I don't get it... what's the point of spending a surge if you get no benefit? Even the flavor text supports some healing. The power has a lot of requirements and is very situational. Consider making the effect (save ends) since it does no damage, and give a good defense bonus say Wis or Chr modifier to the ally until the end of their next turn.

Hmmm... lot's of suggestions.

"They blend a training in magic and stealth with a focused mind."
That doesn't seem terribly martial to me, I'd recommend changing his source to Psionic.

The only class feature it has(so far at least) isn't very well defined. Can they spend the standard action to basic attack in the middle of the move? does it take a standard action to move and attack in the middle? I'd suggest making it a full blown Feature Power Something along the lines of Standard action: Effect: move your speed and make a basic attack at any point in the move. Special: at higher levels do more basic attacks. It's the only striker ability it really has, may want to include something as a bonus, maybe another class feature that grants concealment if you hit with a basic attack.
